Please consider whether your intentions are serious. If we receive an instruction from someone to set up a domain, obviously we take your request seriously. Some clients can take a good while to upload content; that's fine with us. If someone never gets around to uploading content and ultimately makes other arrangements, that's fine with us too, but we wouldn't feel obliged to refund your money. We would expect to recover our expenses (like registering your domain name with UKReg) in any case. As an analogy: if you had booked a room somewhere and never used it, the renting agent would still expect you to pay the rental fee.
